To easily get a pikachu in red/blue/green/fire red/leaf green; I know that this info is late, but oh well.

 You go into the first forest and there is this big tree inbetween two patchs of grass. You walk on the right path back and forth and if you stay there for a small while, a pikachu will come to you. I normally get one this way. I normally get about five, just to pick the one with the best stats at level 10. Yes you could get them very quickly there and I normally get one pokemon to level nine at that spot and pikachus just run to you.

 Oh man, I remember doing this in my Pokemon Blue game. I always had trouble finding one. I was much better at finding Missingno.
