Actually, you are given ALL the pirate figurines as a bonus when you get the Tetra figurine. I'm guessing that was done so you didn't have to play through a whole game another time just for figurines.
Nonetheless, it's hard to get Tetra since there's only two opportunities to capture Tetra, one of which you don't even have a pictobox yet for unless you're on your second playthrough.
